Abstract Evelyn “Pat” Foote (b. 1930) of Durham, North Carolina, served as an officer in the U.S. Army from 1959 to 1989, rising to the rank of brigadier general in 1986. She retired as the first female commander of Fort Belvoir, Virginia, and became a prominent speaker about issues concerning women in the military.
