Abstract Ellen Black Winston was a pioneer in the field of social welfare policies in the United States. She was the Commissioner of Public Welfare for the State of North Carolina from 1944-1963. She then served as the U.S. Commissioner of Welfare in the Department of Health, Education and Welfare from 1963-1967.
